Scandinarea is a concept for a Scandinavian e-citizenship mobile application that enables centralized access to smart city-states’ services and providers. The application is designed according to the latest trends of location based augmented reality (AR), which means its platform will integrate the real and virtual world into a practical and helpful tool for Nordic cities’ citizens and tourists.
We are creating a unified Scandinavian digital continent that will present local ideas, brands, design, art and innovations by promoting them locally and globally. Scandinarea’s users will register their own Scandinavian virtual identity with a mobile certificate that can be linked to their digital fingerprint. This makes it possible to identify the users and their actions on their own permission, therefore increasing the level of ethical communication. Our aim is to create a new virtual Nordic market area to exchange goods and services in, and we want to make sure Scandinarea’s e-citizens feel safe when exploring the digital continent by promoting transparency and open dialogue.
The identification system enables a personal and modifiable user-experience for different user-segments. Scandinarea directs its e-citizens to be active in three aspects on the digital continent: exploring, creating and governing. Each of these three aspects include many interesting features and access to different private and public services of the society. Exploring the digital continent offers access to all major Nordic cities’ services, and a possibility to browse the catalogues of local brands – all from one and the same application. Creating in Scandinarea is made possible through the unique incubator software design that is based on the quadruple helix model. Governing the digital area includes adding petitions through an official medium and a forum for reflective dialogue between individuals and groups and such facilities which is important milestone on the path to direct democracy.

EXPLORE THE DIGITAL CONTINENT
The platform will have three different options of perspective: a map -view, a list -view, and the augmented reality -view. The default operating method of Scandinarea is the map-perspective. With the interactive map, you can view your location and see what services, shops, projects, ideas or tasks are near. The different categories of content will be highlighted with different colored dome-shaped indicators. By choosing one of these domes the user is able to see specific information about the chosen content, like a restaurant’s menu, a project’s want-ad or a bus stops timetable. It is also possible to enable the option that lets you see your friends’ location and allow them to see where you are.
The list-perspective offers a simple and user-friendly method of operating Scandinarea. With this perspective, the contents of the platform will be visible in plain text, which will be organized in a structured manner. The list-view is good for an overall review of the available content in a certain city or a specified part of town. The user is able to see the content-specific information by choosing the title they want to explore from the list. The users of Scandinarea can also add their content only to the list-view if they feel like the idea or service does not need a map or AR-view for its promotion/usage.
The AR-perspective is targeted especially for the young and innovative-minded individuals that area eager to try new things. In addition to being a fun way to experience the surrounding area, the AR view’s strength is in allowing new businesses to market themselves in a new and exciting way that is interactive at the same time. By using Scandinarea with the AR view the user is able to see the platform’s content through a smart phone’s camera. Scandinarea integrates computer generated imagery (CGI) into the camera’s feed, which creates an aesthetic and natural way of exploring the city.
ACTIVATING THE E-RESIDENTS
You can view the new virtual pop-up store’s front that has appeared in the nearby street-corner, the colorful logo of a seminar’s call for papers in the middle of the campus or a simple symbol for an empty parking space in the distance, for example. The symbols, logos and animations can be created by the users themselves, although Scandinarea offers a ready-made set of symbols to choose from. The chosen imagery will be then augmented into the platform and be visible in a location chosen by the user, and specified by its GPS coordinates.
Especially the entrepreneurs that are aiming to target young and active mobile social-media users will find their target group using Scandinarea. Scandinarea will draw in customers by augmenting location-based offers and bargains for goods and services. At first cities will designate certain areas, like the central promenade, marketplace or a shopping center for the usage of AR. This way a small cluster of new virtual shops will form in these spaces and invite even more customers in search for good offers. The content can be either an idea, a service, a store, an advertisement, a guide or an ongoing project. The format and structure of the submissions are standardized to ensure a smooth and easy end-user experience. This submitted information is fully editable at any time by the author of the content. The content creators can be either individuals, groups, institutions, organizations or companies.
Scandinarea makes it possible for communities, groups and individuals to support and interact with each other by creating and refining social projects in a very unique way using AR. The creation and management of complicated projects is supported with a built-in framework that is simple yet flexible. This project-incubator connects visionaries, idea creators, organizations, companies, universities, academic institutions and sponsors in a systematic way through the quadruple helix model.
A STRUCTURED GRAND CYCLE
The mission of Scandinarea is to not only enable people to recognize problems and opportunities, but also give them a community with resources to find and achieve legitimate solutions to the existing problems with collective understanding and systematic actions. To accomplish this mission, we have established a completely self-sustaining Grand cycle program. It will help people solve problems and make use of opportunities with the aid of systematic steps.
We aim to give the opportunity for individual citizens to create, join in and support businesses or social projects with the aid of a project development cycle and access to local & global networks. The projects to be created can be either socially oriented or solely for profit. The incubator is a core component of Scandinarea and it is elemental in activating the community. HINDERING THE SPREAD OF MISINFORMATION
Having your say via official petitions and open letters is becoming an even more important part of a working democracy’s essence. Influencing and activating huge masses of people is already possible through the internet, but we still require a systematic way to make use of this power in a way that it will not fuel misinformation or hatred. By combining the authority and inherent trust people have for the Finnish officials with an e-residency identity, we will further more ethical communication and most importantly: enable Scandinarea’s e-citizens to be more active in the political arena. Adding petitions and voting on different public opinions will gain the users social capital, which signifies the social status of the individual e-citizen.
By making it necessary to identify yourselves before using Scandinarea, first with a bank- or mobile-certification and later via a virtual ID , we can decrease the lack of trust between citizens on the digital continent. The aim is to make communication more transparent and further merge the hierarchical gap between government officials and the community.
SOCIALLY AND POLITICALLY ACTIVE COMMUNITIES
We are confident that each e-citizen will take a more interactive approach to political matters and societal probems if influencing is made easy, safe and tempting. Scandinarea will enhance the way citizens and the government are in contact with each other and promote cooperation. We aim to bring the government and official departments (the police, hospitals, universities, fire brigade etc.) closer to the individual citizen and make feedback instant and easy.
Official communication is regarded in very high value at the moment and its importance will grow exponentially in the near future. We can already notice the need for countries’ official departments to take foot in the virtual arena. Take for example the new practice of countries’ representatives to give official statements in Twitter or the police department of Helsinki announcing their work tasks in social-media. In today’s world the responses have to be instant –but even more importantly: the information has to be understandable and the informing medium trustworthy.
